Notes from the March 25 Community Board 12 general meeting:
• The meeting commenced at 7:15. As there was not yet a quorum, the agenda could not be adopted.
• CB 12 Chair Manny Velazquez announced a construction watch initiative, undertaken by Manhattan Borough President Scott Stringer's office. CB 12 residents who observe problems or concerns at construction sites should call Isaiah Bing at 212-568-8500.
• District Manager Ebenezer Smith said he has met with city DOT Commissioner Janette Sadik-Khan regarding the pending redesign of 181st Street. There will be a citizens forum on April 10.
• Following months of complaints by residents about noise coming from the Serie 56 club at 190th and Broadway, Smith said the club's license has been suspended. "There is no nightclub [there] at this time," he said.
• A resident said 311 ignored her calls about a car alarm sounding in the middle of the night. There was general agreement in the room that 311 is ineffective in dealing with such complaints. Velazquez said 311 should still be called in order for complaints to be documented, and noted that residents can also have complaint records e-mailed to them upon request. Velazquez said he would have Smith call 311 about 311.
